Get the national dex and win the bug catching contest.

There is also a trainer on route 14 that will give you a phone call when he finds one.

from my location guide:

National Park (requires Rock Climb)
Route 14 - PokéGear Call
Pokéthlon prize - Mon, Wed, Thur, Sat, Sun (Post-National dex)
Bug Catching Contest prize (Post-National dex)

Except apparently my guide didn't actually mention that it can't be gotten until after the national dex. I thought I specified that...
