You can only find it when it is swarming after Hiker tells you though. The hiker that used to talk about Dunsparce, that is.

Great, swarm pokemon -_- Do they work the same way the did in Platinum? I hated having to wait an entire day just to find out some crappy pokemon was swarming.

Even if they are not swaming you have a -1%- chance to encounter it.

Nope. But you do have to wait for that trainer to call you about that event specifically though. I've never actually bothered to look for them otherwise because the chances are really low without swarming,
