If you're still pretty early in the game, it'll be hard no matter what. But what you can do is catch a Gasly from the Sprout Tower at night for its skills Mean Look and Hypnosis. Try to get one with a +speed nature too. You'll need to raise it up to a Gengar though, and preferable to lvl 39 so you can still repel all other pokemon in grass.

Basically what you have to do is hit it with Hypnosis when you encounter it. It'll still flee, but the status will remain on him. The next time you run into Entei, you use Mean Look and since it'll be asleep, it won't be able to use Roar on you to end the battle.

You can save a turn if you use a pokemon with Arena Trap or other special abilities that cause them not to flee after you put Entei to sleep the first round.

Good luck.

Do you want the BEST way or a easy way cause the best way is to use a masterball no way is easier than that

the best way to catch the legendary dog\whatever you call it is to have a pokemon with mean look, false swipe, ingrain and spore, remember to equip leftover.

The way I caught it was:

Almost immediately after releasing the three dogs, I encountered Entei. Of course at this point I am not of level to properly deal with it, but I tried hypnosis for the heck of it and actually put it to sleep and it ran away. I didn't even think of the Dog Trio again until right before the Elite Four, I caught Raikou with my Master Ball. Then much much later, after the E4 re-match but before Red, I tried to catch Entei.

He was still asleep after all this time. I lower him down to 1 hp and he ran away. I start going between two intersecting routes and checking my pokegear, walking to Entei if he came to a route that was close enough. I'd use my Umbreon's Mean Look, and throw Dusk Ball after Dusk Ball (at night of course), I tried the Premier Ball a couple of times (seems like it got three shakes more often than anything else). I tried Fast Balls because at the time I thought it was the same as a Quick Ball. I tried Level Balls with a Level 72 Typhlosion. I'd keep trying until the Entei would wake up and a few turns later use Roar. Whenever that happened I just reset so I didn't have to bother putting it back to sleep/losing Pokeballs.

Then, FINALLY, I manage to catch with a Dusk Ball, after it woke up. Even though afterward I calculated that with the Dusk Ball + Sleep I had a 19~20% chance to catch it (definitely didn't seem that way), I caught it when I instead had a 9~10% chance to do so. It was just one of those "-_-" moments.

So just keep trying, Dusk Balls are your best bet, or a Quick Ball on the first turn if you want to sacrifice using Mean Look (in other words if that Quick Ball doesn't catch it, Entei will run.)

Too bad the highest chance you'll have to catch a Sleeping Entei at 1 HP in a Dusk Ball is ~8.6%...

My preferred way of attempting to catch one of the roamers is to make a specialised Smeargle:

Mean Look/Spider Web/Block - counters the run attempt
Ingrain - stops Roar
Spore - 100% Sleep
False Swipe - whittle it down to 1 HP

The only problem is getting the moves onto Smeargle...which is why I'm waiting until I defeat the E4 to worry about the roamers. Once I reach the double battlers that want rematches, it'll be a piece of cake.
