I keep losing to the 8th gym leader
All my pokemon are less than lvl 35
None have dragon moves
Once I get to the dragonairs I lose
I have a lvl 30 Gyarados, the one from the lake, with dragon moves, but I feel like hes too low of a lvl
Where can I train him at that wont give him crap EXP

Also im still in the Johto region and ive fought most of the trainers so far

South of Blackthorn there are more trainers to fight, use them.

Also, Dragon is weak to ice as well as dragon. You have just come through the ice cave. You might want to consider getting an ice type to make your life easier.

But yeah, Johto is known for having a low level and having the wild pokemon and trainers quite a bit lower levelled than you, only to have the gym leader stronger. It is a small pain.

I get down to Kingdra, Bring out staryu for Thunder, and get molested by Dragon Rage or whatever its called, by that point all my other pokemon are dead

Train your gyrados south of black thorn. Plenty of gravelers to fight use waterfall and make it learn ice fang at 32

You just went through that ice tunnel, grab one of those pokes and train them til they're higher enough to go against the gym leader.
