Monolith's Soft's Project X already suffering graphically?

The ground and apparent sealine lacks graphical depth at 39-40. Could Xenoblade's engine be to blame?

It seems tobe having trouble because all the mapping is bump mapping and dark base colors to make it look DARKER but it causes problems when the background is bright.
