What video card does one need to max this game out? or at least almost max it?

Judging from 1.0, not 1.1.

I am getting a new computer soon.

Is a Saphhire Radeon 7950 enough?

Alpha 2.0 Computer specs info (these may or may not be finalized for 2.0 release but it's what they currently suggest):

FFXIV 1.0 Computer specs info:

http://www.ffxivinfo.com/systemreqs.php

This what you looking for?

Edit: brief research on your vid card, looks like it'll tear up FFXIV on ultra and spit it out most likely.

What do you mean by tear up? Cannot tell if that is a good thing or not.

You are totally fine with that...

"tear it up" is a general expression.. Meaning
It will do well, you must be young.

Your fine... 7950 is a great card, more powerful
Than my nvidia gtx 570 and I ran the game on
All high settings
