It's BladeWolf (LQ84i). After Raiden defeats him in the demo, Doktor rebuilds him and allies with Raiden.

Maybe the guys over at Platinum have never played the previous games, so they didn't know how old she is.

What a good boy! Who's a good killing machine? You are, you know you are!

Ahem... No-one saw that, right?

I like how he seems to have a large part in the story. If only you could summon him or play as him for a while... But I guess they have to leave something out for improvement if it sells well enough. Either that or it just didn't fit into the story they're telling. But they could if a sequel is made.
