Would Zandatsu even make sense in the sequel?

Sure, but Snake's sneaking suit in MGS1 technically belonged to the United States government, and we still see him sporting it throughout MGS2 (sans the vest). Considering the Raiden went rouge with the suit, traveled half-way around the world with the suit, killed a freakin' politician with the suit, then apparently disappeared, it's not a stretch to say that Raiden held onto the suit, effectively stealing it from Maverick.

I highly doubt he stole it from Maverick. That'd be a dick move considering he still keeps in touch with boris. They can't just give it to him since they're gonna need that money cuz of the children's brains.

Well, I don't mean he necessarily "stole" it, but that he just never gave it back and Boris didn't really ask for it back. After all they went through, it seems like that body would be a minor issue. Like it's just an issue that they never brought back up. Technically the body was stolen, but Boris seems like the type who would just let him keep the body after all the **** they went through to, ya know, save the world and all.

It's a gameplay mechanic that was used for sam so that playing as him wouldn't be a complete downgrade. Otherwise, sam would be a huuuuuge hypocrite for criticizing raiden for killing the military cyborgs for their energy source.
