Both have 5 stars and have the same behavior as far as range goes. However, Heatwave comes out faster and can burn.

Are stars an absolute measurement of power, or is there a reason to choose Blast Burn over Heatwave?

The star rating is more of a tiering and not indicative of the actual invisible number that decides its strength. I'm almost positive Blast Burn is stronger.

You got that from EX, right?

Really? I thought it was the opposite. When I first started reading about the game they were saying that the stars represented pure strength but did not indicate the overall usefulness of the move.

That's simply not true. Compare moves like Stone Edge and Rock Wrecker when used by the same Rhyperior. Rock Wrecker is clearly stronger and both are 5 stars.

Likewise, compare Heat Wave and Fire Blast on the same poke. Fire Blast is stronger.

It's honestly pretty stupid to assume that all moves within a certain star ranking have the same base power.

By the way, when I say "stronger" I'm not talking about the mistakable discrepancy between individual hits of the move, such as Stone Edge dealing 1750 on a particular hit and Rock Wrecker dealing 1850 on another. I'm talking about a much larger and more noticable difference.

Well that's different because you're comparing two 5 star moves.

I meant how like Drain Punch is 3 stars but is extremely useful because of its fast speed and healing abilities, while Hyper Beam, despite being 5 stars, is strong but relatively useless as an attacking move.

I don't know. It seems like I'm OHKOing just as often with Heatwave as I was with Blast Burn (slightly more thanks to burn taking care of near-misses).

Although, there is one issue with the star ratings. Moves like Will-O-Wisp and Toxic get ratings. Of course, it appears that it might determine how fast opponents lose health.

OHKOing something is pretty irrelevant considering you can do that with a lot of attacks lategame. It's the numbers that matter.

All right, I scored a Snappy Charizard and managed to teach the bugger Blast Burn. Here's what I have to say between it and Heat Wave: It has a little bit more range and considerably more power. Startup time is misleading because of Snappy, but Heat Wave might be a half second faster. I think it might have a little less downtime also.

This same Charizard has Dragon Dance, and I'm reluctant to dump it for something like Dragon Dive, as the speed boost is really welcome as is the attack, as this draggy has a pretty meh 2251 power.
