Upgrade to IE9 and make it your default browser. Iread that on some other forums and it worked for me after re-installing about 10 times

Also, forgot to mention
When I installed in safe mode I also used the the zip formed of the client, not downloading it from the site.

Extract these files into the beta folder when its done downloading while in safe mode.

In case this problem is still lingering- the fix for me was to update windows completely, including windows internet explorer 9. I am still using Chrome as my default browser and it works just fine. I don't think you have make IE9 your default browser. Just update windows all the way up to date, then try.

Make sure your running Vista sp2 or 7 sp1. DirectX10-11, all current updates (important)updates, ie9 or google chrome works well. Good luck! :D

Run every possible windows update ( start -> programms -> windows update ) including Internet Explorer 9. Fixed it for me even though I use firefox
