It was a locked unlockable in the Beta for Recons. What does it exactly do?

Laser paints stuff so missiles can lock on it.

I believe its going to work something like this:
You point it at a vehicle within its range.
After a few secs you get a lock with it.
This lock is then displayed across the map for all those sporting a weapon or vehicle capable of utilizing your lock.
They are now able to lock onto your target despite them not having a clear line of sight.

Wait a second... so a jet will be able to fire a missile at it if a Recon has used the SOFLAM on it even though the jet is flying in the opposite direction of the target designated?

Doubtfull, he'll have to be able to place the target square you use the for the laser guided missiles on the lock given by recon to achieve his own lock, but he'll be able to do so at a greater distance.
Normally when you use the laser guided missiles you have to get somewhat close to achieve the lock, with a recon using a soflam he'll be able to fire his missile from up high, safe from stingers and other surface to air missiles..

These are the weapons that I know of capable of using the SOFLAM's lock:

Tanks with the homing round.
Engineers with the Javelin
Gunships with the laser guided missile
Jets with the laser guided missile.
