If you want less work you can always get Victory Cry off skill cards.

Anyways recipe.

Fuse Skadi with a Hierophant to get a Priestess persona w/ Niflheim. Don't get Scathach since her inheritance is Pierce. Fuse Priestess persona together and go as low as Unicorn. Priestess persona barring Scathach have no problems inheriting Niflheim. Fuse Unicorn w/ Lovers persona to get Jack Frost w/ Niflheim.

For Morning Star and Niflheim;

Skadi+Helel=Yurlungur w/ Morning Star and Niflheim
Yurlungur+Lovers=Priestess. Aim LOW with Lovers.

Here is what I did without the skill card, this recipe uses Beelzebub though, and either a max Fortune Link, or a max Hanged and Priestess Link
Fused in Order
Gabriel x Norn x Beelzebub or (Scathath x Attis x Beelzebub) = Skadi with Victory Cry
Skadi x Apsaras = Titania with the skills, cram Phys Skills for easy inheritance.
Titania x Queen Mab = Narcissus (Cram Phys. Light. Recovery Skills)
Narcissus x Pixie = Alp (Cram Phys. Skills)
Alp x Tam Lin = Pixie (Cram Phys. Skills)
Pixie x Unicorn = Jack Frost (Cram Fire.Wind.Elec. Skills)
