I'll explain it with my "experience."

Chill Man is the third Robot Master I'm taking out to try and further improve my All Clear time. Pump Man and Solar Man were the two Robot Masters I have already taken out. My time for beating both of them was 3:43. The first time I went through Chill Man's stage, I saved my game and the total came out to be 5:25. Since I am dissatisfied with this time, I'm trying to improve it but it seems the game absolutely does not want me to.

Subtracting the time of the other two Robot Master stages (3:43) from the total (5:25) the difference would be 1:42. I had used a stopwatch to measure my times and alter my finish time a little bit so the seconds would just be one second, two seconds slower or faster. And guess what? All of the times still remained at 5:25! I had tried again just now and the time just wouldn't change. But with my recent run of the stage, I decided to be just a little slower (maybe about 3 seconds) and it gave me 5:35 for my time!

Does the timer just think to round up seconds in increments of ten and not try to count individual seconds?

Or rather, should I ask if anyone else has experienced/noticed this?
