Since I'm a fanboy of crits and crit damage here's 2 builds I would consider for Harbinger and Necromancer.

Max Critical Damage Build:

10 Crit Damage 100% Crit Damage (0 M, 20 P, 10 R)

2 Crit Chance 4% Crit Chance (2 M, 4 P, 0 R)

1 Arcane Crit Chance 2% Arcane Crit Chance (2 M, 1 P, 0 R)

10 Arcane 50 Arcane (30 M, 0 P, 0 R)

Kinda sucks you have to get 50 Arcane/arcane crit to get max Crit damage but what are you going to do.

Max Arcane Crit Damage:

10 Arcane Crit Damage 100% Arcane Crit Damage (20 M, 0P, 10 R)

7 Arcane Crit Chance 14% Arcane Crit Chance (14 M, 7 P, 0 R)

6 Strength 30 Strength (0 M, 18 P, 0 R)

Again the leftovers fall into a stat that isn't that desirable at least with arcane build str compliments, unlike STR build where arcane doesn't really help. You also get a higher crit chance with this build. However, Harbinger is generally agreed to be stronger than Necromancer so this helps out.

These builds also note that if you're going for a STR or Arcane build with these you're going to end up getting some undesirables as well.
