No, recoil inducing moves are not boosted by Sheer Force. However, there is a bizarre exception to the Sheer Force not negating recoil: Life Orb. If a Sheer Force Pokemon holds a Life Orb while using a Sheer Force affected move, for example, Fire Punch, then Fire Punch will receive the Sheer Force boost AND the Life Orb boost, but not the Life Orb recoil.

Here's the answer to OP's main question:
If a move's only additional affect is dealing Recoil damage to the user (Double edge, Head Smash, Brave Bird), it will not be affected by Sheer Force in any way.
If a move has both an effect that is affected by Sheer Force and one that isn't, the move will be boosted in power by 1.3x, the effect that is affected by Sheer Force will be nullified, and the one that isn't will still occur. (Flare Blitz will be boosted by 1.3x, will never burn, and will still deal Recoil damage to the user).
It DOES negate the Recoil from Life Orb (but not the 1.3x boost) but ONLY when you use a move that's also affected by Sheer Force.
So a Sheer Force Darmanitan holding Life Orb using Flare Blitz = Flare Blitz's power is boosted by 1.69x, will never burn, deals NO Life Orb Recoil damage to the user, but still deals 1/3 of the damage dealt to the opponent as Recoil damage to the user due to Flare Blitz..

Sheer Force (Referred to as Encourage from here) basically affects most things that Serene Grace would affect.
So, if a Special or Physical move has a chance to:
Then it will be affected by Encourage. The move's power is boosted to 1.3x it's base, and the effect is nullified and will not occur.
Things that AREN'T affected by Encourage, and are not nullified by it:
-Recoil Moves (Double-Edge) -Self Stat Drops (Close Combat) -Two-Turn moves (Solar Beam) -Extra Crit chance (Stone Edge) (all moves have a chance to crit, so this is excluded from being Encourage'd) -Surf's double power when the opponent dives / EQ's double power when the opponent digs
If a move has both an effect that is affected by Encourage and one that isn't, the move will be boosted in power by 1.3x, the effect that is affected by Encourage will be nullified, and the one that isn't will still occur. (Flare Blitz will be boosted by 1.3x, will never burn, and will still deal Recoil damage to the user).
It also negates the effects of Shell Bell, Red Card, and Escape Button for some reason. It DOES negate the Recoil from LO (but not the 1.3x boost) but ONLY when you use a move that's also affected by Encourage.
The one thing I don't know about it is how it deals with moves that have a chance to raise your own stats, like Charge Beam and Ancient Power. I would assume they are boosted and lose their chance to raise the stat, but I've not seen it confirmed anywhere. Everything is else is confirmed.

I'm not entirely sure what you're trying to say, but if you're saying that Sheer Force negating Life Orb Recoil only applies to moves that deal Recoil damage and have a secondary effect that is affected by Sheer Force, it actually applies to any move that's affected by Sheer Force, meaning Flare Blitz, Flamethrower, Fire Fang, and Fire Punch will all be boosted by Sheer Force and Life Orb and the user will take no Life Orb Recoil.
