Can you breed the legendary pokemon?

After about 2 hours of resetting for a Good Nature Good IV Zekrom I'm getting a little frustrated.

Is it possible to breed them with a Ditto and go that route for good Nature/IV?

Legendary pokemon are genderless, and thus cannot breed.

Nevermind. Just saw 31,000 steps to hatch a Zekrom. Back to the grind.

2) Why does it have moves learned at levels before 50?

That they are genderless does not have any bearing into whether they cannot breed. Even those legendaries that have gender cannot, while the one legendary that can breed, Manaphy, is genderless.

Probably because you can hack one into an egg.

Moves learnt at lower levels can be relearnt, and they might give away some legends at lower levels in the future.

Because they have to fill in that value with something.

2) Why does it have moves learned at levels before 50?

In case the game was to actually spawn one before level 50 for some reason - and to provide moves for the Move Relearner.
