For my lapras I use

-Sing
-Ice Beam
-Surf
-Thunderbolt

Seems well rounded enough. I'm not in competitive so I don't think you can use sing in that. Maybe rest would be better? Not sure. But that is what i use.

Mine is like that, but with Psychic instead of Sing. However, like you I don't do competitive.

Hydratation Lapras with Curse/Rest/Ice Shard/Waterfall in a Drizzle team can cause lots of frustration.

With maxed Sp. Def, Starmie's LO boosted Thunderbolt is barely a 3HKO.
