Read the guide. It's an excellent guide by the way, makes me want to go build a competitive Pokemon. Too bad the additions scattered throughout the topic can't be edited in.

Any tips on catching legendary Pokemon with good nature/IVs? I know of Synchronize, but anything else?

So according to this guide, EVs are given after you beat a pokemon? That sounds mighty helpful.
