I am planning to have scyther with bug bite, and I realized that the only way to get that is through move tutor in HGSS. If I managed to get male scyther learn Bug bite later on, will its baby also learn it through breeding?

For the most part, no. Breeding moves are a specific sets of attacks. Breeding only passes TM and egg moves, and would only pass Move Tutor moves if they were also under the subsets of TM or egg moves.

Sorry, but all move tutors from the third generation onward can't have their moves passed down through breeding, unless it fell under a category in which the move would pass down (i.e. egg move the father knows, TM move the father knows, level-up move both parents know). Even if you were to breed in the fourth-generation environment, you wouldn't be able to pass on Bug Bite in these conditions.
Interestingly enough, the first ever move tutor moves in Crystal were able to pass down their results via breeding. Don't know why this changed when move tutors appeared again in FireRed/LeafGreen... --- I am a die hard Pokemon fan to the most, including the traditional hate of Yu-Gi-Oh.
