What quest is she in? Because everyone keeps mentioning her name but I have no idea who she is.

The Summer Courts... I thought that was Ysa? I just can't seem to keep them straight.

Anyway, it's at the end of The House of Ballads quest line.

Like most events, they reward you the same regardless of your actions.

Actually the House of Balldas is apparently the only faction that rewards the same twist of fate card for any of the three decisions.

One decision keeps things as they were.
One puts her in power and makes people miserable.
One puts the player in power and doesn't seem to bother people as much.
