Well maybe some of the fans that don't think some of their ideas through. Yes, I would agree to ignoring those type of fans.

Bungie listens to their fans. If the fans want a gun nerfed, a playlist added ect. They do it.

Professionals are able to take a fans thoughts and ideas and create truly epic enhancements to a game.
But creating stuff fan based makes the game less of a development teams creation, and more of just a fans game.

im sure that HVS is smart enough to filter the good ideas out from the not so good ones. with that said, i kinda like the fact that they are open to outside ideas, as a great idea can be found anywhere (lol so can a bad one, but you get what im saying)...
