weapon changes I'd make in C3

The only things I would change are:
give the USP less base damage and more recoil
give the Decomizer secondary fire more base damage and accuracy
give the MP5 a faster Rate-of-Fire
give the HVS more hip-fire accuracy and better zoom mechanics
give the Phase Rifle recoil and sway when zoomed in
give the Scar less accuracy
give the Strike Rifle better hip-fire accuracy and better zoom mechanics
give the Widowmaker turret more health
give the Dark Star more damage the first few shots
give the Spas less range
give the ARC-Eclipse more base damage and slower Rate-of-Fire
give the Smaw less damage over longer ranges and unable to be used with Ex focus, ammo belt, ammo salvage, or reverse damage,
give the Shrieker more reserve ammo,
give the Aegis device a faster Rate-of-Fire, faster projectile speed, shield able to cover user's entire front and side, shield deflects melee attacks

That's... a lot of onlies.

And I guess those stuff could work out. I'd imagine the usp doesn't need much of a recoil boost though. Small, simple, basic handgun, so yup. The HVS's recoil makes sense since it is powerful, and has a shotgunesque feel to it, but it is a bit of a pain.

And the spas's range doesn't seem like it needs to be messed up. I actually do agree that not getting one-shotted from it would be nice though. Without light armor/some defensive boost, or if the other team has the damage CP, playing against it can be a pain.

Scar's hip-fire accuracy is pretty poor from my experiences.

The arc's fine as it is, too. I use it to cloak and gain better positions though, so I couldn't speak for those who use it primarily to shoot. It's rof and damage is part of what differentiates it from other weapons, though.

Here's some other stuff:
Hive Cannon secondary fire with slower speed and slight homing capability
iron sights added to the Spas
secondary fire added to Warp Pistol allowing for a full clip to create a beam that can bounce off walls multiple times

The USP is fine. I really don't want any of it changed, especially less damage, as my USP has the damage of a water gun.
