they stop the damage as long as somebody else is using the carb to extinguish a rad that is on you. you can't use a carb on yourself or else it will only get rid of the visual rad and let the damage continue. you can extinguish the rads but the damage effects linger wherever it was thrown for a second or two.

When I tried it, the damage effect usually lasted long enough to kill me.

The Rad survival techniques work best when you have a tiny bit of lag on your side.
