Those were alternate camera angles, not upgraded graphics. When you run up and down the top of the Tin Tower, the balcony of the Glitter Lighthouse and the roof of Celadon Mansion, you'll notice that the character moves slower.
There's a code for DP to control the camera angle. Not sure if HG and SS have one. --- You forget, fool! This Purugly flies!

The camera has been tilted in all the fourth generation games at some point or another.
DPP: the camera turns down a bit at FullMoon Island--in the woods--and in some gyms. It's also farther out when you go inside Stark Mountain. More I can't remember...?
HeartGold/SoulSilver: They try tilting the camera even more--so much that you can see the sky now. Mostly for dramatic scenery or experimentation (as in Celadon).
Black/White: Hopefully it's put to better use. I'd like to even be able to control the camera. --- Everything is a journey. Explore ALL.
