How are people getting the 'X' (level 10) weapons in multiplayer?

I've gotten several specter packs wince I started playing and have gotten solider class up to level 17 and 2 others to 8 but the highest numbered weapon I have is a 4 and I see people with a lower rank with like a level 10 widow sniper and a level 10 arc pistol as their 2 weapons

Do I have to hit 20 and promote before I get good guns or have to rank up more classes or what to get the good guns from the packs?

They just play a lot to get a lot of credits to buy a lot of reinforcement packs to get a lot of weapons.

They're either glitching for credits, play an obscene amount or are lucky and have gotten upgrades for those specific weapons on a near constant basis.

This is how I got my Mantis to level X while playing a Vanguard.

Well I got most of my starter weapons to X level.

Just keep buying the packs that they come with and hope you get it frequently so you get a +1 upgrade. But yeah it's all LUCK!

You probably know this, but I just want to make sure because it wasn't explicitly clear in your post: Unlike ME1, the way the weapons work is that each time you receive, say, a Widow Sniper Rifle, the number next to it increases by 1 until hitting the 10 maximum. If you happened to think you were pulling 4s and 5s straight from the packs, while others were lucky enough to get 10s, you are incorrect.
