Better than mine, although all the Veteran packs I have been buying have paid off in that dept. Many of my uncommon's are maxxed out at this point.

You're better off buying veteran packs to max out all your uncommons than buying PSP packs. You'll wind up having better luck once everything else below it is filled in.

Judging by your manifest you've bought a maximum of 50-60 PSP's. That's really not all that much (5-6 million credits). I'd say your manifest looks pretty good for the amount of credits spent.

What is the logic behind this....

You know that in PSPs, you are guaranteed 2 rares, and the other slots can be rolled for anything (and if it's uncommon, you're damn sure getting an uncommon card, be it character or ammo), and it will not reroll it for a different rarity, it will give you something from that rarity.
