I have all characters and all weapons except Ultra Rares maxed.Which pack should I get for Ultra Rare weapons?Are Arsenal better than PSP?

I would think Arsenal's are better, because they state that they have a higher chance for weapons.

They're not. All the 99k packs are supposed to have the same UR chance.

So what's the point of the Arsenal packs? Do they have an increased weapon chance at all? or just not for URs?

Essentially there is a set chance you will get one of the following things in a pack

a. ammo
b. character
c. weapon
d. gear
e. ultra rare weapon

The Arsenal packs are designed to have option c picked with a greater frequency, but not everytime. This is why you can still get a character in an Arsenal pack when you have weapons to unlock still.

Don't listen to these guys, there's a few people on BSN with a lot of creds and actually decided to run some tests about UR drops and Arsenal / Reserves packs yielded almost 2x the amount of UR's as PSP's did.

I'm sure I can find about a dozen threads on BSN about it but I'm too lazy, if it's that important go find them for yourself.

Yes. I think it might also be effected by how many cards you have maxed out too. I know once I got within like 10 cards away from having all my rare guns maxed, Arsenal Packs started spitting out UR's every 5 packs or so.
