I was looking at the old weapons list and it was terrible, and now it seems we are making a new one, but I see people giving the tempest a 9 or 10. Those lists are never going to be accurate, and they take a long time to gather all of the information from people. So I thought I'd make a real list. Assume all weapons are level X.

Well, the Mattock is too low, and is even beat out by the pulse rifle.

I took finger hurting into consideration with that one.
