The problem with restraining speech is, who gets to set the rules? If it's only okay in a certain time or place, who gets to say what time and what place?
It's got good ammo, a power shot every few shots especially effective against armor, and the recoil and accuracy are bad but it doesn't matter, most things with armor are relatively easy to hit no matter what.
The gun lacks DAMAGE. It is terrifyingly low for an UR SMG, added in the final DLC, especially when the Hurricane has been around since the first weekend challenge. Disregarding the extra damage from the bonus shot, the freaking Hornet has more DPS and practicality, and the Hornet is nothing special.

It needs recoil reduction and increased damage. I can't believe Bioware's idea of a buff was to up its damage by 2.

Hurricane at level I does a minimum 102.5 damage in comparison. Over double the damage of a level X BPP.
That's not an accurate comparison. You're ignoring the AP round, which supplies a bulk of the BPP's DPS overall.
Burst DPS comparison:
Hurricane X Burst DPS: 1281.00
BPP X (assuming AP rounds hit) 751.50
BPP X (vs armor, assuming AP rounds hit) 1221.12
Now, you might say it's still just a weaker Hurricane, but BPP has twice the effective clip size, which means less reloading and higher sustained DPS. It also means that while a Hurricane user might run mag+heatsink, a BPP user can run heatsink+barrel for more damage and still have a larger clip size than a Hurricane with the mag mod. The recoil on the BPP is also less steep, but admittedly it is less accurate.
In any case, BPP is no slouch as far as armor damage goes. What it is is a sidearm that you use to kill bosses with, or possibly a main arm for an accuracy boosting class. It's an odd concept to have a sidearm that deals with bosses in this game, but BPP is the only gun really deserving of the role.
Its main problem is that there's too much disparity between its general effectiveness and its armor effectiveness, and for an SMG that's so inaccurate, it doesn't have much of a gain on the Hurricane. It's really not a bad gun though. Try it on a QMM or Tsol.
