Are there any URs that are good right out of the box (level I)

harrier is good right at level 1.

It probably depends what you got already. If your new to multi and boom, get a lucky harrier earlier on, its gonna outclass prolly everything you have.

Harrier, Scorpion, Black Widow, Wraith, Javelin jump to mind. Eagle, Hurricane, and BPP aren't terrible either but benefit more than the first group from increased levels.

They're all fairly good right out of the gate. Extremely competitive with the many guns in the same weapon class. BPP outclasses just about all the rare SMGs, Eagle has everything but the Acolyte beat and the only UR that's better is the Talon.

Level 1 Harrier and Scorpion stand out as the Scorpion can do its real job of stunning at any level and the Harrier is beast regardless of level or even the class you use.

Collector SMG sorta has issues with low ammo capacity at level 1 and as long as you can manage it it's fine but most people hated it when it came out for all the over heat problems with a low clip.

If the following spreadsheet is correct, then from Rank 1 ~ 10 each weapon gains about 25% Damage (only about 2.77% damage increase per rank), and reduces in weight to about 50% (about 5.5% per rank) of the original weight at Rank 10.

My Harrier only gained 2 extra bullet capacity when it went from Rank 2 to Rank 3. So, if that is typical for all weapons, Rank X will also get you one additional clip/magazine/whatever.

Only one I've regularly used is the Black Widow, and even at level I it was a great weapon (moreso before all enemies got buffed, I remember it being capable of taking down an unshielded Prime on Gold with a single volley or two of headshots). Mine's been stuck at level II for the longest time now and it's still my personal weapon of choice, even though I have much higher level URs including a Javelin X and a Saber VI.

Here's another spreadsheet. I like this one because it shows one clear DPS number for each weapon, once at level I and again at level X. And yes, there are a lot of URs that are better at I than uncommons at X. This is why I don't think people should bother with Veteran Packs for anything other than weapon mods.

Most of them are usable and good at level 1. They will likely outclass all of the rare and below weapons in the same category regardless of level. Shotguns being the exception. Geth Spitfire really isn't that good at lower levels either.. just because it's barely good enough at high levels to make the speed loss worthwhile.
