Traditionally, when does Nintendo announce System Specs?

Anyone know how long it normally takes for Nintendo to announce the final specifications for their systems? The 3DS is apparently launching this fall (Kid Icarus is coming out in October in Japan), so when do some of you with experiences think we'll get a wonderful sheet?

These specs are boring. I want to see stuff like CPU speed GPU speed and amount of memory.

^Yeah, that's what I meant.

At the very least, I'd like it so that these power debates are settled. Well, somewhat.

Considering the internal specs (CPU, GPU, RAM, etc) for the Wii were never officially released, I would expect the same for the 3DS.
