Whats with Mario Kart games always having ugly graphics?

Super Mario Kart - can't complain, sprites are sprites
Mario Kart 64 - method of prerendered 3D models as sprites with limited frames
Mario Kart: Double Dash!! - seriously, I thought they were DS models at first
Mario Kart DS: can't complain, low polygonal is low
Mario Kart Wii: a step up from GameCube, but still shows dated graphics
Mario Kart 3DS: looks like a small step up from the DS (even though it is a beta).

Only time it looked fine was SMG, MKDS, and Mario Kart Beta on GameCube using Melee's models.

You knew about the DS before it was even announced? Awesome.

I don't know about you, but in racing games I care less about the number of polygons and more about the framerate. Anything less than 60 locked is completely unacceptable. If they need to scale the models down to keep everything running smooth all the time, I have no qualms with that.

I think the 3DS one looks great. By the time it's released it'll look even better.

I think it's the texture size bogging it down, they always seem very low res and muddy.

They should go more along the lines of Smash Bros. visuals, and there should be no reason why they couldn't make the graphics better, especially when one considers how amazing some other racing games look.

Sorry, messed up my memory recall. What I remembered was:

MK:DD came out, graphics looked worse especially when Melee came out in 2001.
Nintendo DS announced a year later, saw some in-game graphics
For some reason I thought to myself: "oh I get it, these are going to be the DS models!"

Thus, my OP was based off that^

As for the GBA, I didn't play that one much but I have to to say I was both impressed and hit with nostalgia when they used the same graphical effects as Mario Kart 64. Sure it didn't look the same, but not bad for a GBA title. Certainly a big improvement compared to SMK since the GBA was practically a portable SNES.

But if the reason is to actually keep the game at a locked 60 fps, that's a perfectly fine explanation then.

Uh, DD looks fantastic. It still looks nice to even play today. Hell, it has better graphics than the Wii version, this isn't even an opinion.
