Are handhelds consider in their separate generations from consoles or together with the same generations as the consoles?

No.
Since handhelds usually follow a similar shelf life as consoles, they are considered part of the same generation.
So DS was Gen 7, 3DS will be gen 8.

not in my mind. the 3DS and the next PSP will be in the next handheld generation, whereas the PSP and DS are in the current, and the GBA is in a past generation, and all of these are different then the console generations(though they do launch semi-close), IMO. but if you want to include them in the console generations then either the DS was "last gen" or the 3DS is "next gen"

DS is current gen, 3DS is next gen.
At least, until the 3DS comes out.
