is it reasonable to believe that they have completely finished the 3DS's design and software, and are just mass producing it and waiting for game developers to finalize their games?

they didn't give the 3DS hormones yet, so it cant really mass produce

Considering that there were literally hundreds of working systems on display at E3, yes, it certainly is reasonable to assume that the hardware design is finalized and the machine is in production.

Reasonable, but not necessarily true. Damn you, tight-lipped Nintendo!
