He said effects, that's the key point. Of course overall, the graphics aren't as good. But it makes pretty effects that look similar.

am i the only one that cant tel the difference?
to me graphics is just graphics, i dont really bother with it too much...

by graphics is just graphics i mean i can tell the difference between sprites, celshade and models...
but thats all, i look into it (i dont care about things like AA, FPS, lighting etc)

graphics are only good if it can compliment the artstyle and direction of the game (if the game is a horror game dark colours are prefered and red, if its a platformer bright colours are used etc)
i never really cared about all the other stuff people nowadays care about

Yeah, you're probably one of the only ones who can't tell the difference. I can immediately spot the difference between the screens in that MT Framework url. Even if you don't care much about the effects, you should still be able to tell they're there. Might want to check out your eyes (on a serious note, NOT a personal attack, you sound like you're in some sort of trouble with your eyesight if you definitely can't spot the difference between those comparison screens).

you do know just because i cant tell the difference on a screen doesnt mean i need to get my eyes checked right?

but then again maybe my eyes are more functional in real life than staring at a screen

All i'm saying is that fully functional eyes should definitely be able to tell the difference between (for example) this-

and this-
http://www.andriasang.com/blog/2010/09/13/3ds_mt_framework_detailed/images/2132425596_full.jpg

The page here has direct comparison shots side-by-side telling you exactly what to look for:

There's a massive difference, even if you don't care about graphics, they're just there to be seen clear as day. I'm not trying to insult you, just saying that everyone with a working set of eyes should immediately be able to spot the difference.

Well, seeing as a person's brain interprets what the eye sees, it's possible that some may have difficulty spotting differences.
I had a bit of trouble on normal maps, for example.

the only difference i saw in that SS was that one is darker than the other...
its not that much of a difference to nitpick about, you can even change it with your tv settings

also i doubt it will make that much of a difference during gameplay

Graphics for me have always been the medium for developers to make you feel in the game. For me its all about immersion, the prettier it looks, (especially in fast paced games) the better the experience. I care about graphics, because these days, theres no excuse for stuff NOT too look good on the machines we have. For it not to is just lazyness on the developers part.

And as a gamer, i REALLY dislike lazy games.
