I don't understand how to pay in the Eshop.

So I need a debit/credit card to buy things? I can't use any sort of Nintendo points, or even a dollar value card like the PSN cards?

You need the cards specific for the 3DS if you want prepaid points

Nintendo is releasing dollar value cards, they're just hard to find in some places right now. Pretty stupid that they wont take points since a lot of places are still selling them, but what can you do?

Okay, I'm done now. It's just not funny anymore.

Where can you buy them? I haven't seen them at GameStop or Best Buy.

Good question. I've heard best buy is the best place to get them, but if you can't find them there you may be out of luck.
Actually, has anyone had luck finding these things, or does everyone else just use a credit card?

The Best Buy here has tons of the prepaid cards in stock, and Walmart has them online only for the time being.

I see them in Gamestop all the time, and a while back Toys R Us had a sale on them.

Retail would be to blame if you can't find any.
