What would be the best way to clean the outside of the 3DS? Moist cotton cloth? Microfiber cloth?

Also, is spraying a little Windex on the cloth beforehand good or bad? Thanks!

This ^. You could use a damp cotton cloth too if it's THAT dirty on the outside, but you are going to want to go back over it with a microfiber cloth again afterwards. Microfiber clothes are like the best things you could clean anything like this with though.

A small tip for wiping a dirty screen. First wipe it with a cotton cloth to get all the grainy particles off the screen, then use your microfiber cloth. Once a microfiber cloth gets contaminated with sand, you might as well replace it. And you don't want to scratch the screen, even fine sand/dirt will create noticeable scratches if you start rubbing it against the screen.

My brother used my microfiber cloth to wipe his phone (after he dropped it outside) without telling me. Let's just say he had to replace my glasses a few days later. :|
