So can I or can I not view my own video clips now?

Well, they did say they 'wanted' (so it's not a confirmation) to make it possible to record & play back your own (3D) videos.

If they make this possible, it will probably be easy to play back your own clips too (even if not recorded on 3DS, but just compiled in a similar format).

Theoratically, it should be possible to replace the Nintendo Video movies with your own movie, but I don't believe anyone has figured that out yet.

It's a shame we can't view our own videos on the 3DS, but after spending time using the mp3 player I'm more concerned that Nintendo spends time getting it right rather than getting it done quickly (having to reload my folders every time is really, really bothersome).

I just thought it would be cool to watch anime and stuff on my 3DS. Not that it will be in 3d or anything but im sure most people wanted to watch their own videos.
