Why do you think Nintendo didn't start the price effective today?

Was it to get people into the stores to pickup some of these 'exclusive' download games for the ambassador program? Or is there another reason?

Well... I am not sure really. Maybe if someone is interested in the ambassador program then they will get it early? I can't imagine why someone would do that though...

I just can't see why they'd delay a drop in price and announce it, doesn't make much sense to me. The buzz would be crazy if it dropped to $170 today. Not seeing their angle on this.

Give people the option if they want the free games (they'd still make some money and spice things up)

People wil buy it to get the games that won't be released for a while, if at all. So a final rush of sales to the last few core gamers that havent made the leap yet.

Actually I think the real reason is so everybody that has a 3DS right now has a chance to log into eshop. Some people might be on vacation or away from the internet or something. They don't want to give the free games to everybody.

It's still a fairly quick turnaround. This really seems like a sudden decision so they might just need time to allow for retailers to adjust. However one would think the retailers would be eager to start moving the 3ds out the door...

Pretty much this.

If you're going to do compensation like this, you need to give people time to do the required things for said compensation. Some people haven't updated their 3DS yet, but now that there's a huge incentive to do so, they need time to update their 3DS and log onto the eShop.

That
(though chances are that anyone who wants the deal would've used the eshop by now)
And I think it's to give everyone the choice. Think about it, these games don't take much at all to put out, they're still making a big profit on giving us this deal and selling for $250 than if they immediately went to $170.
