Anyway to transfer virtual console games to another SD card?

What I like to do is keep all the games I beat on one sd card and the ones I have not on another.
It was easy to do this on the wii I would just leave the game on the system till I beat it then send it to the sd card after but I dont think I can do this with the 3DS.

You cant. The games are tied to the system you downloaded them on. You cant transfer them from 1 system to the next.

They download to the SD card by default. DSiware games play off the system memory, everything else is SD card.

So there is no way to transfer a game to another sd card after I beat it. Like I have two sd cards one for games I have completed and one for games I have yet to complete and I wanna send the game along with the save data to the other sd card after I beat it. The way it is now just feels so cluttered and unorganized.
