Nintendo to Allow Free-to-play Games With Paid DLC on 3DS by Year's End

Nintendo themselves won't be using it, however - they feel that would hurt their reputation. But they're getting serious about their digital model. So I'm glad there.

Not with developers it doesn't. Capcom was already considering giving 3DS SSFIV Arcade Edition. Now they have a way to provide that digitally. And more people will take the platform seriously.

Digital content is an escape for lazy developers, nothing more. You may like paying for nothing but data, but some of us actually understand that such hurts the global economy, and is detrimental to all in the long run.
