No, it isn't.

Europe will not get any price reductions or the ambassador thingy. Because Europe already is getting Xenoblade chronicles and the last story.

The 3DS price cut and ambassador actions are Nintendo's way to apologize to US for not releasing these games there.

It's not happening in Europe. I went to the eShop, and get a video which basically consisted of scrolling text telling me about the ambassador program -- but I'm pretty sure this was a glitch, maybe my 3DS somehow thought I was in America <____<.
