They can ask a developer to, offer incentives (money, discounts to fees, etc.) and pressure. There's no SSFIV on DS or PSP because they don't have the power to handle it. There's no SSFIV on the Wii for the same reason a lot of multiplatform games don't come out on Wii. The Wii has stunted hardware so games have to be downgraded then optimized, they have to be translated to an entirely different control scheme and one of the main drives of Street Fighter IV is its online competition. Wii's not known for its great online experience.

It was on the iPhone because that's a different consumer audience. iPhone users are a more general and diverse audience and while they overlap with gamers, it's a lot bigger than just that. The iPhone SFIV is not just a stunted version but it's purpose is different. SSFIV on Xbox 360, PS3 and 3DS is to appeal to the gamer. SSFIV on the iPhone is to appeal to the casual (not necessarily gamer) crowd. Someone who doesn't touch video games now might see Street Fighter IV on the App market, remember playing Street Fighter II when he was a kid and buy it out of nostalgia or someone intimidated by the learning curve of the games on consoles might get this one instead.
