The only reason 3d isn't 60 fps and Capcom has static bg's and glitchy chars...

Is solely on developer laziness.

That's all. There isn't super mysterious reason, they are just lazy. Nintendo stated that Mario Kart 7 WILL run in 60 fps in 3d mode. It isn't impossible. Tecmo Koei has also stated that the upcoming Tekken will also run in 60 frames. The reason why Super Street Fighter 4 had static backgrounds is because it was a rush job with low priority for optimization. The same could be said for The Mercenaries 3d and the buggy enemy models.

I think they said Mario Kart 7 will have 60 FPS during Online and 3D (at the same time).

Developers not putting as much work as they could into a game isn't a result of "laziness," but a business decision that spending enough money to have more programmers spend more time making the game better and pushing back the release date will not be worth the benefits in terms of its impact on their sales.

If you told someone you'd give them 5 dollars for 5 hours of work would you call them "lazy" if they declined?
