I've bought so many Go Series and G.G Series games because they were only $1.99, a lot of which are worth far more than the price I paid for them.

However, there's quite a few other games I wanna play, but paying $4.99-$7.99 for them seems like a complete rip off (games like Art Style: Box Life, Snapdots, Animal Puzzle Adventure) and the price tag is the only thing discouraging me from wanting to buy them.

Why doesn't Nintendo and the publishers who have uploaded the games have occasional sales? They're digital downloads, meaning it's 100% profit no matter what amount they charge, and they would get a lot more purchases if they lowered the prices.

Stuff like Shantae: Risky's Revenge, Bomberman Blitz, Soul of Darkness, Rayman, Cave Story, etc are all reasonably priced though. They wouldn't need to go on sale.

Nintendo do not believe in sales or price drop unless they are losing money. Their true objective is maximize profit.

Once in a blue moon, I hear about the cash cards going on sale. It's like a sale for everything.

Selling a game to ten people for $2 each makes you more money than selling a game to one person for $7.

They haven't had sales yet because...oh I don't know, the eshop isn't that old maybe? It's still young with a relatively small selection. Give it time.
