Are all games save files stored on the cart?

Depends on the game. All game cards have save files. Some games save other information on the SD card. Virtual console and eshop games are saved on the SD card.

thats true, but I was thinking maybe renting some games and continuing them through full purchase if I liked the game

Looking at my 3DS data management, none of my cart games had any data saved to the SD or 3DS memory, so no most gameplay data for games on carts is saved to the cart itself.

All (save-game) data is stored on the cart itself.

Most games do make a special file on your SD card.. But these are used for stuff like 'DLC's.

There are ways to dump your 3DS (DSi) save-files.. But.. My guess is that it's not really allowed, lol.
