I bought Samurai Warriors for the 3DS at launch, but I got bored of it and sold it. Now I find myself wanting to play it again. I can get it on eBay but I am wondering if I re-buy this game will I get all the downloads like the weapons and levels?

Actually, I believe you can get all the levels back, but the weapons are gone for good (don't worry, they sucked anyway).

you can eventually get weapons way better then the streetpass weapons...and ya you can regain your levels just by playing the game again it takes awhile though...

anybody can draw, but it takes effort, motivation, and a lot of hard work and practice to get good at it...This also applies to games as well

The first run of spotpass weapons were garbage, but they're doing another cycle and it's much better this time! Instead of lvl 10 weapons with mediocre stats that you can't improve, we get weapons with great stats, and they're lvl 01 so you can make them godly with a little work!

Oh, but they're halfway through the cycle, and who knows if they'll do it again, so get it while you can!

As soon as you get the Spotpass for the current week, all the levels from previous Spotpass weeks are unlocked as well. Weapons, though, are a one-time thing.

Seems like a gimped DW game though, while SWC is a full fledged SW game.

It's called DW: Versus, meaning it's a spin-off. I don't have much faith in Koei's ability to produce a Dynasty Warriors spin-off game that holds up well compared to the console games.

And this is the 3DS board, so I don't think the Vita version matters much. DW:Next doesn't look too good though. It's like Infinity Blade for the PSV, if the screens indicate anything:
