This is a list of everything that transfers to the second system, straight from Nintendo themselves.

This includes:

-All downloaded games
-All Ambassador games and also Ambassador Status
-All funds (Max of $200)
-All Downloadable Apps, All Pre-Installed Apps
-Application data
-Parental Controls and Internet Settings
-Saved game data
-The Nintendo Wi-Fi Connection ID (All Friend Coeds and Rosters associated to Nintendo DS games)
-Photo, video, and sound files
-Friend List
-Mii characters, All Streetpass Mii Plaza Data

How do I transfer data from my current memory card, to a new memory card?

What to do:

1.Insert the SD card with the Nintendo 3DS data into the SD card slot or the SD card reader/writer.

2.Open Windows Explorer (for PC) or Finder (for Mac) and access the SD card.

3.Highlight the data and drag it to the desktop.

4.Eject the first SD card.

5.Insert the second SD card into the slot or reader/writer.

6.Using Windows Explorer or Finder, locate and access the SD card again.

7.Drag the data from the desktop to the second SD card.

Also according to Nintendo, these games don't transfer at all:

All DSiWare games currently available will be able to transfer with the following exceptions:

Asphalt IV
Earthworm Jim
Flipnote Studio*
Let's Golf
Nintendo DSi Browser
Oregon Trail
Real Soccer 2009
Real Soccer 2010
SUDOKU MASTER
SUDOKU SENSEI
Sudoku Student

Not sure if it applies to 3ds or not, but I am sure you have some people that want to transfer from the DSi.

Pretty sure everything transfers over. I didn't know there was DLC, do you mean the spotpass data? And isn't that saved on the game card?

22.Remove the SD Card from the source system as it will now be used in the target system.

Does this mean that if I transfer from a 3DS to a 3DSXL that I will have to use the 2GB sd card from the 3DS in the 3DSXL instead of the 4GB one that comes with it?

You have to transfer the memory card stuff over to the new memory card yourself. It's really easy to do if you have a computer.
