I really like this idea, because I think a new better rockman soccer with a fully customizable team and more characters would be great. Not sure what Inazuma 11 is, but crossovers are great, and make more sense for soccer.

Inazuma Eleven is an anime as well as a video game about soccer by Level 5. The anime is awesome. It's in Japanese with English subtitles. The games didn't make it to the states but the anime on YouTube is more than enough.

Maybe a crossover with River City Soccer

A crossover of two terrible games doesn't make a good one.

Touhou Soccer Monshuuden is a better crossover than that. (Touhou characters with the gameplay of the Captain Tsubasa.)

Two terrible games? Are you sure you've played the Inazuma Eleven series?

Inazuma Eleven has, by far, the most character depth and well-written character development I've seen in history of video games. Not to mention the insane amount of content (IE3 has over 2000 playable characters and is a 4GB cartridge) and the fast-paced gameplay. It manages to stay light-hearted while blending in more mature themes. The music is composed by YASUNORI MITSUDA.

For those of you judging the series before playing, try harder.
