Yes. But they didn't specify what it would mean other than saying there would be one unifying account.

They said it during E3 IIRC. The only proof would be a video or transcript.

I think it was a Nintendo Direct. Maybe the one right after E3 that was actually better than E3.

Some 3DS games are already NN compatible. It's really only a matter of time.
